Current Engagement Opportunities

Environmental Planning Lunch & Learns

The City of Fort Collins environmental planners are hosting a summer Lunch & Learn series to assist with the environmental aspects of the development process, mitigation, and monitoring.  Each month a different topic will be covered by local professionals in that particular field.  The sessions are no cost and are a great opportunity to meet individuals with similar interests. 

This session will be Thursday, July 17, from 12:30-1:30 in the City of Fort Collins building at 222 Laporte in the Colorado Room.

For this presentation, please join Katie Collins from the City of Fort Collins and Alison O'Connor from CSU Extension to learn more about the landscape changes to the City of Fort Collins Land Use Code and alternative turf species and their pros and cons. Alison will also discuss perennials and shrubs that support pollinators, are drought-tolerant, and provide color blooms to landscape beds.

Please register for this event by July 15.  In person is encouraged if possible.

Conceptual Design Reviews

Conceptual Design Reviews (CDRs) are like a free consultation for anyone considering applying for Development Review. The applicant can get initial staff feedback on their idea before investing in a formal application. they must occur before a neighborhood meeting can be scheduled or an application can be submitted for Development Review

There are two (2) conceptual design reviews this week on THURSDAY

Rowhomes at Willox Ct, CDR250043 - 9:15 a.m.

This is a request to build 26 unit rowhomes off Willox Ct. The applicant is proposing 26 three-story rowhomes. Access can be taken from a private drive from Willox Ct. The property is directly north of Willox Ln and approximately 0.10 mi west of N College Ave. The site is located in the Service Commercial District (C-S) and the project is subject to an Administrative (Type 1) Review.

Daycare at 442 Riva Ridge Dr, CDR250044 - 10:15 a.m.

This is a request to convert a single unit home into a child care center at 442 Riva Ridge Dr. The applicant is proposing a daycare at an existing home. Access can be taken from Riva Ridge Dr and Omatha Ct. The property is approximately 0.05 mi north of W Horsetooth Rd and approximately 0.40 mi west of S College Ave. The site is located in the the Low Density Residential District (R-L) and the project is subject to a Type 2 Major Amendment Review.

Preliminary Design Reviews

Preliminary Design Reviews (PDRs) serve as initial conversations between an applicant and City staff to determine whether a proposal aligns with the Land Use Code and prepare for a Development Review process. PDRs are for more complex proposals and the applicant pays a fee for them, unlike CDRs. Like CDRs, they occur before any neighborhood meetings and applications for Development Review.

Neighborhood Meetings

Neighborhood Meetings are required for some proposals between their PDR or CDR and when they submit an application for Development Review. They are an opportunity for the public to learn about the proposal, ask questions about the proposal and make comments which will be provided to the decision makers at the end of Development Review. City staff, led by the Planning Department, review development proposals to make sure they follow the City's Land Use Code and other standards. To view all development proposals currently in review by the City, visit https://www.fcgov.com/developmentreview/proposals#under-review. You can search for a specific proposal by type, status or sign number, or use the search box to find proposals by name, street name/address, or of the information provided on each proposal, including:

  • Project name
  • Project number (including a link to the proposal's workflow tracking page)

Administrative (Type 1) Hearings

Type 1 Administrative Hearings are the final decision making step for proposals which can be approved by a hearing officer. Hearing officers are individuals which are not City staff but have knowledge of the City's Land Use Code. They will see the proposal, hear staff analysis and consider public feedback in a formal hearing, then issue a decision within 10 days.

To Participate: Administrative hearings are being conducted remotely.  You can participate over the phone, on the internet, or through the Zoom app on a smartphone, tablet, or computer.  Virtual participation information and information about the project being heard are both available at https://www.fcgov.com/developmentreview/proposals at least 48 hours before the hearing.

Planning And Zoning Commission (Type 2) Hearings

Planning and Zoning Commission (P&Z) hearings are the final decision step for development proposals which require approval by a quasi-judicial commission. P&Z is a group of volunteer residents appointed by City Council who review land use proposals to make sure they follow the rules in our Land Use Code. They also make recommendations to the City Council regarding zoning, annexations, major public and private projects and any long range planning activities (such as City Plan or subarea plans). For Planning and Development Review, part of their role is to approve rezonings, annexations and additions of permitted use requests as well as hearing appeals to the decisions made by the Planning and Zoning Commission or a hearing officer. HISTORIC PRESERVATION COMMISSION

The Historic Preservation Commission (HPC) is tasked with the local landmark designation of historic properties and the review and approval of plans for exterior changes to them.

HISTORIC DEMOLITION NOTICES AND SURVEYS

Notices of Demolition are intended to notify neighbors of a change near them, as well as allow residents the opportunity to nominate the property for landmark designation. To learn more about how to submit a petition to nominate a property scheduled for demolition as a landmark, visit https://www.fcgov.com/historicpreservation/demolition-review 

Historic Surveys indicate when a property is being considered for landmark designation. If you have information about the history of any of these properties that could be incorporated into the survey, or if you would like a copy of any completed survey, please contact preservation@fcgov.com. After a determination of Landmark eligibility is made through the finalization of the survey, any Fort Collins resident or property owner may file an appeal within 14 days to challenge the determination and schedule a public hearing with the HPC. 

Current Notices of Demolition

The City of Fort Collins requires notification prior to demolition of single-unit dwellings over 50 years of age.  If three or more residents of the city believe that any properties are eligible for City Landmark designation, they may choose to submit an application for designation preservation@fcgov.com

Land Use Review Commission

The Land Use Review Commission is made up of volunteer residents who can approve variances from the requirements of the Land Use Code and hear appeals from any decision made by an administrative official pertaining to a specific property.

July Hearing Agenda

  1. Approved - APPEAL ZBA250016, 3215 Burning Bush Ct - This is a request for a proposed 16-foot deck to encroach 2 feet into the required rear setback. The minimum required rear setback for this property in the RL zone district is 15 feet.
  2. Approved - APPEAL ZBA250017, 719 S Lemay Ave - This is a request to allow for one additional existing freestanding permanent sign (pre-sale menu board drive-thru lane sign). The maximum number of drive-thru signs in all sign districts is one (1) per drive-thru lane.
  3. Approved - APPEAL ZBA250018, 2318 Laporte Ave - This is a request to construct a six (6) foot fence between the front building line and the front property line of the subject property. The maximum height for a fence between the front building line and the front property line is four (4) feet. The variance request is to exceed the maximum allowable fence height in this location by two (2) feet.
  4. Approved - APPEAL ZBA250019, 614 W Mountain Ave - This is a request for a proposed 773 square-foot addition to a 2,025 square-foot detached house. This will follow a demolition of an existing 239 square-foot addition on the rear of the existing 2,284 square-foot house. The maximum allowable floor area for a detached house in the OT-B zone district is 2,400 square feet. The request is to exceed the maximum allowable floor area of a detached house in the OT-B zone district by 418 square feet
