Current Engagement Opportunities

Boards and Commissions Super Issues Meeting

Monday, August 11, 5:30 p.m. at The Lincoln Center

In 2015, City Council created a process for engaging boards and commissions in discussion of broader policy issues and matters not specifically identified in the stated function of each board or commission.  These meetings have been dubbed "super issue" meetings, providing an opportunity for boards and commissions to come together to learn about and discuss key topics or issues.

All members of boards and commissions are invited to attend super issue meetings.  No formal action is taken at these meetings.  It is possible that three or more members of any particular board or commission may be in attendance at these meetings.  Meetings are open to the general public; however, the public in invited to observe but not participate.

Agenda: 

Ranked Choice Voting - In the November 2025 election, Fort Collins voters will use ranked voting to elect the Mayor and City Councilmembers. Ranked voting is a method that allows voters to rank multiple candidates in a given race in their order of preference. This new method was approved by Fort Collins voters in 2022. In this session, attendees will hear from City Staff about what this method will look like this Fall and answer any questions about the process or what filling out your ballot will look like.

Conceptual Design Reviews

Conceptual Design Reviews (CDRs) are like a free consultation for anyone considering applying for Development Review. The applicant can get initial staff feedback on their idea before investing in a formal application. they must occur before a neighborhood meeting can be scheduled or an application can be submitted for Development Review

There are three (3) conceptual design reviews this week on THURSDAY

APU for 120 and 124 E Stuart Street, CDR250050 - 9:15 a.m.

This is a request for two Addition of Permitted Use (APU) permits at 120 and 124 E Stuart St. The applicant is proposing two non-primary short term rentals (STR). Access can be taken from E Stuart St to the south. The site is approximately 0.05 mi east of S College Ave and approximately 0.24 mi south of E Prospect Rd. The property is located in the Low-Density Mixed-Use Neighborhood (LMN) zone district and the project is subject to an Addition of Permitted Use (APU) and review by City Council. 

ADU at 813 W Myrtle Street, CDR250051 - 10:15 a.m.

This is a request to develop a detached Accessory Dwelling Unit (ADU) at 813 W Myrtle St. The applicant is proposing an ADU in the rear of the lot. Access can be taken from W Myrtle St and the alley. The site is approximately 0.13 mi south of W Mulberry St and approximately 0.27 mi east of S Shields St. The property is located in the Old Town, Medium (OT-B) zone district and is subject to a Basic Development Review.

Mixed-Use at 633 W Lake Street, CDR250052 - 11:15 a.m.

This is a request to build a mixed-use development at 633 W Lake St. The applicant is proposing a 5-story mixed-use building containing student-living apartments and a fraternity with amenity spaces to support each use. The project contains amenity rooftop spaces at levels 2 & 5 and 1-story underground parking. Access can be taken from W Lake St. The site is located approximately 0.08 mi north of W Prospect Rd and is 0.30 mi east of S Shields St. The property is located in the High Density Mixed-Use Neighborhood (HMN) zone district and is subject to a Planning and Zoning Commission (Type 2) Review.

Preliminary Design Reviews

Preliminary Design Reviews (PDRs) serve as initial conversations between an applicant and City staff to determine whether a proposal aligns with the Land Use Code and prepare for a Development Review process. PDRs are for more complex proposals and the applicant pays a fee for them, unlike CDRs. Like CDRs, they occur before any neighborhood meetings and applications for Development Review.

Neighborhood Meetings

Neighborhood Meetings are required for some proposals between their PDR or CDR and when they submit an application for Development Review. They are an opportunity for the public to learn about the proposal, ask questions about the proposal and make comments which will be provided to the decision makers at the end of Development Review. City staff, led by the Planning Department, review development proposals to make sure they follow the City's Land Use Code and other standards. To view all development proposals currently in review by the City, visit https://www.fcgov.com/developmentreview/proposals#under-review. You can search for a specific proposal by type, status or sign number, or use the search box to find proposals by name, street name/address, or of the information provided on each proposal, including:

Administrative (Type 1) Hearings

Type 1 Administrative Hearings are the final decision making step for proposals which can be approved by a hearing officer. Hearing officers are individuals which are not City staff but have knowledge of the City's Land Use Code. They will see the proposal, hear staff analysis and consider public feedback in a formal hearing, then issue a decision within 10 days.

Planning And Zoning Commission (Type 2) Hearings

Planning and Zoning Commission (P&Z) hearings are the final decision step for development proposals which require approval by a quasi-judicial commission. P&Z is a group of volunteer residents appointed by City Council who review land use proposals to make sure they follow the rules in our Land Use Code. They also make recommendations to the City Council regarding zoning, annexations, major public and private projects and any long range planning activities (such as City Plan or subarea plans). HISTORIC PRESERVATION COMMISSION

The Historic Preservation Commission (HPC) is tasked with the local landmark designation of historic properties and the review and approval of plans for exterior changes to them.

HISTORIC DEMOLITION NOTICES AND SURVEYS

Notices of Demolition are intended to notify neighbors of a change near them, as well as allow residents the opportunity to nominate the property for landmark designation. To learn more about how to submit a petition to nominate a property scheduled for demolition as a landmark, visit https://www.fcgov.com/historicpreservation/demolition-review 

Historic Surveys indicate when a property is being considered for landmark designation. If you have information about the history of any of these properties that could be incorporated into the survey, or if you would like a copy of any completed survey, please contact preservation@fcgov.com. After a determination of Landmark eligibility is made through the finalization of the survey, any Fort Collins resident or property owner may file an appeal within 14 days to challenge the determination and schedule a public hearing with the HPC. 

Current Notices of Demolition

The City of Fort Collins requires notification prior to demolition of single-unit dwellings over 50 years of age.  If three or more residents of the city believe that any properties are eligible for City Landmark designation, they may choose to submit an application for designation preservation@fcgov.com

The following properties are currently being researched to determine if they are Eligible as Fort Collins Landmarks. Members of the public with information regarding the history of these properties should contact Historic Preservation Services at preservation@fcgov.com. Official historic survey results may be appealed by the developer, property owner, or any member of the public within 14 (fourteen) days of issuance.

Land Use Review Commission

The Land Use Review Commission is made up of volunteer residents who can approve variances from the requirements of the Land Use Code and hear appeals from any decision made by an administrative official pertaining to a specific property.

August Meeting Agenda

1. APPEAL ZBA250020, 608 Peterson St - There are two requests associated with this variance application:

  1. A request for a new detached accessory building (1-story garage) that is replacing an existing detached accessory building (carriage house converted to a garage) to be constructed 2 feet from the north (side) property line. The minimum required interior side setback for this lot in the OT-B zone district is 5 feet. The request is for the new detached accessory building to encroach approximately 3 feet into the required side setback.

  2. A request to allow for the garage door of the proposed detached accessory building to be built 5 feet from the rear property line. The minimum setback for a garage door from a rear alley is 8 feet. The request is for the garage door to encroach 3 feet into the required 8-foot garage door setback from a rear alley.

2. APPEAL ZBA250021, 1805 Laporte Ave - There are two requests associated with this variance application:

  1. A request to construct a 175 square-foot addition (sunroom) to an existing 1,020 square-foot detached house. The proposed location of the sunroom is along the
    southwest corner of the house where the addition will follow the wall line of the existing attached garage, which was built up to the western property line. The minimum required interior side setback in the OT-A zone district is 5 feet. The request is to therefore allow an encroachment into the existing side setback by 5 feet.
  2. An after the fact request for approval of an existing 5 feet 6-inch-tall x 25 feet long masonry wall located at the front of the property along Laporte Avenue. The maximum allowable fence/wall height located between the front building line and the front property line is four feet. The request is for approval to exceed the maximum allowable wall height by 1 foot 6 inches.
