Current Engagement Opportunities

Environmental Planning Lunch & Learn

The City of Fort Collins environmental planners are hosting a summer Lunch & Learn series to assist with the environmental aspects of the development process, mitigation, and monitoring.  Each month a different topic will be covered by local professionals in that field.  The sessions are no cost and are a great opportunity to meet individuals with similar interests. 

This session will be Thursday, August 21, from 12:30-1:30 in the City of Fort Collins building at 222 Laporte in the Colorado Room.

For this presentation, please join Lexi Hamous from Colorado Parks and Wildlife to discuss how to address active bird nests during construction and effective strategies for protecting or mitigating impacts on nests and habitat. Lexi will discuss High Priority Habitat (HPH) designation and how it pertains to land use development. She will also discuss typical HPH recommendations, special recommendations for raptors, and CPW's role in the land use permitting process. 

Please register for this event by August 18.  In person is encouraged if possible.

Conceptual Design Reviews

Conceptual Design Reviews (CDRs) are like a free consultation for anyone considering applying for Development Review. The applicant can get initial staff feedback on their idea before investing in a formal application. they must occur before a neighborhood meeting can be scheduled or an application can be submitted for Development Review

There are three (3) conceptual design reviews this week on THURSDAY

CDOT Vehicle Storage Facility, CDR250053 - 9:15 a.m.

This is a request to develop a vehicle storage facility at the intersection of Prospect Rd and I-25. The applicant is proposing a new building for the Bustang buses northwest of the existing semitruck parking area. Access can be taken from the SW Frontage east of the property. The site is approximately 0.10 mi south of E Prospect Rd and approximately 0.21 mi west of I-25. The property is located in the Public Open Lands (POL) zone district and is subject to a Site Plan Advisory Review (SPAR).

Student Housing at 640 W. Prospect, CDR250054 - 10:15 a.m. 

This is a request to develop an 36-unit student housing development at 640 W Prospect Rd. The applicant is proposing a 35,620 SF affordable student housing building. Access can be taken from W Prospect Rd. The property is approximately 0.43 mi east of S Shields and directly north of W Prospect Rd. The site is located in the High Density Mixed-Use Neighborhood (HMN) zone district and the project is subject to a Basic Development Review (BDR).

Limited Indoor Recreation at 416 Sycamore St, CDR250055 - 11:15 a.m.

This is a request to convert the existing structure into a wellness center at 416 Sycamore St. The applicant is proposing to convert the existing foundry into a limited indoor recreational facility. Access can be taken from Sycamore St to the south. The property is located approximately 0.37 mi west of N College Ave and approximately 0.44 mi north of W Mountain Ave. The site is located in the Old Town Medium (OT-B) zone district and is subject to an Addition of Permitted Use (APU).

Preliminary Design Reviews

Preliminary Design Reviews (PDRs) serve as initial conversations between an applicant and City staff to determine whether a proposal aligns with the Land Use Code and prepare for a Development Review process. PDRs are for more complex proposals and the applicant pays a fee for them, unlike CDRs. Like CDRs, they occur before any neighborhood meetings and applications for Development Review.

Neighborhood Meetings

Neighborhood Meetings are required for some proposals between their PDR or CDR and when they submit an application for Development Review. They are an opportunity for the public to learn about the proposal, ask questions about the proposal and make comments which will be provided to the decision makers at the end of Development Review. Hybrid Neighborhood Meeting for Harmony & I-25 Annexation and Overall Development Plan (ODP) - 6 p.m.

Proposes the annexation of two properties and abutting Right-of-Way. This proposes an Overall Development Plan for the site, and the relocation of a fueling station which will allow for construction of flood channels through the site. The site is in the Gateway Area of the Harmony Corridor (HC) Zone District. These proposals will require review and public hearing by the Planning & Zoning Commission (P&Z). The annexation will require a review and public hearing by City Council. Residents who receive this letter would also receive letters for the hearings.

Administrative (Type 1) Hearings

Type 1 Administrative Hearings are the final decision making step for proposals which can be approved by a hearing officer. Hearing officers are individuals which are not City staff but have knowledge of the City's Land Use Code. They will see the proposal, hear staff analysis and consider public feedback in a formal hearing, then issue a decision within 10 days.

Planning And Zoning Commission (Type 2) Hearings

Planning and Zoning Commission (P&Z) hearings are the final decision step for development proposals which require approval by a quasi-judicial commission. P&Z is a group of volunteer residents appointed by City Council who review land use proposals to make sure they follow the rules in our Land Use Code. They also make recommendations to the City Council regarding zoning, annexations, major public and private projects and any long range planning activities (such as City Plan or subarea plans). CONSENT - These items will be considered by the Commission all together and voted on in one vote. There will be no discussion or public comment. Anyone can request an item be moved from the CONSENT agenda to the DISCUSSION agenda at the hearing. 

1. CONSIDERATION AND APPROVAL OF THE MINUTES OF JUNE 25, 2025

2. MOOR ANNEXATION, ANX250001 - This is a request to annex and zone 3.368 acres of land generally located at parcel 9710200008. The Commission will be making a recommendation to City Council who will decide whether to approve the annexation at a separate hearing.

3. ACADEMY OF ARTS & KNOWLEDGE, SPA250003 - This is a Site Plan Advisory Review (SPAR) request to expand the existing school at 4800 Wheaton Drive to include 4,790 sq. ft. of the second floor. The school currently occupies the first floor of the building. Building renovations include the first-floor kitchen, second floor classroom buildout, bathrooms and outdoor play area.

4. ENCLAVE AT REDWOOD SUBDIVISION, FDP250007 - This is a request for a combination Major Amendment/Final Development Plan to replat Enclave at Redwood into fourteen (14) separate lots, and ten (10) tracts.

DISCUSSION - These items will be considered separately, including applicant and staff presentation of information, public comment and deliberation before being voted on individually. 

1. PROSPECT RIDGE MULTIFAMILY, PDP230015 - This is a request for a Project Development Plan to develop 228 multifamily residential units at the NE corner of the Prospect Rd and I-25 interchange.

HISTORIC PRESERVATION COMMISSION

The Historic Preservation Commission (HPC) is tasked with the local landmark designation of historic properties and the review and approval of plans for exterior changes to them.

HISTORIC DEMOLITION NOTICES AND SURVEYS

Notices of Demolition are intended to notify neighbors of a change near them, as well as allow residents the opportunity to nominate the property for landmark designation. To learn more about how to submit a petition to nominate a property scheduled for demolition as a landmark, visit https://www.fcgov.com/historicpreservation/demolition-review 

Historic Surveys indicate when a property is being considered for landmark designation. If you have information about the history of any of these properties that could be incorporated into the survey, or if you would like a copy of any completed survey, please contact preservation@fcgov.com. After a determination of Landmark eligibility is made through the finalization of the survey, any Fort Collins resident or property owner may file an appeal within 14 days to challenge the determination and schedule a public hearing with the HPC. 

Current Notices of Demolition

The City of Fort Collins requires notification prior to demolition of single-unit dwellings over 50 years of age.  If three or more residents of the city believe that any properties are eligible for City Landmark designation, they may choose to submit an application for designation preservation@fcgov.com

Official historic survey results may be appealed by the developer, property owner, or any member of the public within 14 (fourteen) days of issuance.

Land Use Review Commission

The Land Use Review Commission is made up of volunteer residents who can approve variances from the requirements of the Land Use Code and hear appeals from any decision made by an administrative official pertaining to a specific property.

August Meeting Results

1. APPEAL ZBA250020, 608 Peterson St - There are two requests associated with this variance application:

  1. DENIED - A request for a new detached accessory building (1-story garage) that is replacing an existing detached accessory building (carriage house converted to a garage) to be constructed 2 feet from the north (side) property line. The minimum required interior side setback for this lot in the OT-B zone district is 5 feet. The request is for the new detached accessory building to encroach approximately 3 feet into the required side setback.

  2. APPROVED WITH CONDITIONS - A request to allow for the garage door of the proposed detached accessory building to be built 5 feet from the rear property line. The minimum setback for a garage door from a rear alley is 8 feet. The request is for the garage door to encroach 3 feet into the required 8-foot garage door setback from a rear alley.

2. APPEAL ZBA250021, 1805 Laporte Ave - There are two requests associated with this variance application:

  1. APPROVED - A request to construct a 175 square-foot addition (sunroom) to an existing 1,020 square-foot detached house. The proposed location of the sunroom is along the southwest corner of the house where the addition will follow the wall line of the existing attached garage, which was built up to the western property line. The minimum required interior side setback in the OT-A zone district is 5 feet. The request is to therefore allow an encroachment into the existing side setback by 5 feet.
  2. TABLED - An after the fact request for approval of an existing 5 feet 6-inch-tall x 25 feet long masonry wall located at the front of the property along Laporte Avenue. The maximum allowable fence/wall height located between the front building line and the front property line is four feet. The request is for approval to exceed the maximum allowable wall height by 1 foot 6 inches.
