WARNING: Scam Targeting Development Review Applicants

Beware of scammers pretending to be the City of Fort Collins

We have recently become aware that scammers are scraping development review applicant information from our website and crafting fake emails that look like they come from us requesting applicants wire fees to them directly. We are working to prevent this, including removing applicant emails from the public side of our Citizen Portal, https://accela-aca.fcgov.com/CitizenAccess/Welcome.aspx

Tips for identifying scam emails

  • Any requests for payment will only ever come from a fortcollins.gov email domain.
  • Look out for emails requesting higher fees than you anticipated or that seem to come from the Planning and Zoning Commission rather than the staff you know are assigned to your application.
  • Only submit payments by check dropped off or mailed to 281 N. College Ave., or by credit card on our Citizen Portal, never by wire transfer or credit card on a different site.

Current Engagement Opportunities

Goodbye FCGov.com, hello Fortcollins.gov

You may have noticed a change in the City's website last week. Our municipal website, FCGov.com, is now Fortcollins.gov. Our central communications office has been hard at work to limit disruptions in service. Links to the previous site should automatically reroute to a corresponding page on the new site. However, the organization of the new website is slightly different from the old one. For Development Review, the largest change will be how the public can find information on current development proposals. Instead of building a new webpage for this, we are directing residents to use our Citizen Portal to search for any proposal under review, including Conceptual and Preliminary Design Reviews. 

New staff emails

The domain on city and staff emails have also changed. For example, rather than emailing devreviewcomments@fcgov.com, you can send an email to devreviewcomments@fortcollins.gov. Staff will still have access to their old email addresses for the time being while we transition to the new ones. The new email address formula for staff inboxes is first initial+last name@fortcollins.gov (e.g. emyler@fortcollins.gov)

Reporting Issues

As with any major change, there are bound to be problems. You can report issues with the new website or get help from staff in finding information by emailing devreviewcomments@fortcollins.gov

Conceptual Design Reviews

NOTE: Pre-Application Review information has been temporarily removed from the website in response to scam emails targeting applicants. Residents can find out more about upcoming CDR and PDR meetings by emailing devreviewcomments@fortcollins.gov

Conceptual Design Reviews (CDRs) are like a free consultation for anyone considering applying for Development Review. The applicant can get initial staff feedback on their idea before investing in a formal application. They take place before a neighborhood meeting or an application for Development Review.

There are three (3) conceptual design reviews this week on THURSDAY

Restaurant at 500 Garfield St, CDR250086 - 9:15 a.m.

This is a request to convert the existing use into a restaurant and dwelling unit at 500 Garfield St/1000 Whedbee St. The proposal would transform the existing use into a cafe and community gathering space and detached residential unit. Access to the property is taken from Whedbee St to the west and Garfield St south of the property. The site is approximately 0.53 miles south of E Mulberry St. and 0.37 miles east of S College Ave. The site is within the Old Town, Medium (OT-B) zone district and the project would be subject to Addition of Permitted Use (APU) Review.

Loading Dock Improvements at Anheuser-Busch, CDR250087 - 10:15 a.m.

This is a request to develop site improvements at Anheuser Busch. The applicant is proposing to add 2 dock doors, a concrete and asphalt dock, and drive path. Project will re-route traffic on existing pavement. Access can be taken from Busch Dr. The site is directly south of Richards Lake Rd and directly west of Interstate-25. The property is located in the Industrial (I) zone district and the project is subject to a Minor Amendment (MA).

Minor Subdivision at 331 N Loomis Ave, CDR250088 - 11:15 a.m.

This is a request subdivide the property into two lots at 331 N Loomis Ave. The applicant is proposing to divide the existing lot from north to south.  Access can be taken from N Loomis Ave. The property is approximately 0.40 mi east of N Shields St and approximately 0.27 mi north of W Mountain Ave. The site is located in the Old Town District, Medium (OT-B) and the project is subject to a Minor Subdivision.

Preliminary Design Reviews

Preliminary Design Reviews (PDRs) serve as initial conversations between an applicant and City staff to determine whether a proposal aligns with the Land Use Code and prepare for a Development Review process. PDRs are for more complex proposals and the applicant pays a fee for them, unlike CDRs. Like CDRs, they occur before any neighborhood meetings and applications for Development Review.

Neighborhood Meetings

Neighborhood Meetings are required for some proposals between their PDR or CDR and when they submit an application for Development Review. They are an opportunity for the public to learn about the proposal, ask questions about the proposal and make comments which will be provided to the decision makers at the end of Development Review. Hybrid Neighborhood Meeting for Livestock Grazing at Rigden Farm 12/15/25

A hybrid neighborhood meeting for a request to graze hogs as a form of weed control at the Rigden Farm neighborhood will begin at 6 p.m. on Monday, December 15th.

All Development Proposals Under Review

During Development Review, City staff review development proposals to make sure they follow the City's Land Use Code and other standards. To view all development proposals currently in review by the City, visit https://accela-aca.fcgov.com/CitizenAccess/Welcome.aspx.

Clock on the Planning and Development Review tab to search for development proposals. The portal will provide several fields to search by including: 

  • Project number
  • Project name
  • Project address
  • Project type
  • Project Status

Click "Search additional criteria" to find many more fields to search by. Sign number search is in this section

You do not need to fill out all the fields in order to search!

Commenting on Development Proposals Under Review

A public comment can be submitted on any proposal in review any time by emailing devreviewcomments@fortcollins.gov

Administrative (Type 1) Hearings

Type 1 Administrative Hearings are the final decision making step for proposals which can be approved by a hearing officer. Hearing officers are individuals which are not City staff but have knowledge of the City's Land Use Code. They will see the proposal, hear staff analysis and consider public feedback in a formal hearing, then issue a decision within 10 days.

Planning And Zoning Commission (Type 2) Hearings

Planning and Zoning Commission (P&Z) hearings are the final decision step for development proposals which require approval by a quasi-judicial commission. P&Z is a group of volunteer residents appointed by City Council who review land use proposals to make sure they follow the rules in our Land Use Code. They also make recommendations to the City Council regarding zoning, annexations, major public and private projects and any long range planning activities (such as City Plan or subarea plans). For Planning and Development Review, part of their role is to approve rezonings, annexations and additions of permitted use requests as well as hearing appeals to the decisions made by the Planning and Zoning Commission or a hearing officer. The Historic Preservation Commission (HPC) is tasked with the local landmark designation of historic properties and the review and approval of plans for exterior changes to them.

HISTORIC DEMOLITION NOTICES AND SURVEYS

Notices of Demolition let neighbors know when an historic property near them may be developed, as well as give residents the opportunity to nominate the property for landmark designation. City staff do Historic Surveys on these properties and provide the information they find to the Historic Preservation Commission, who can decide whether the property is eligible to become a landmark.

Land Use Review Commission

The Land Use Review Commission is made up of volunteer residents who can approve variances from the requirements of the Land Use Code and hear appeals from any decision made by an administrative official pertaining to a specific property.

  • Denied - APPEAL ZBA250035, 2700 S Lemay Ave - This is a request for a proposed freestanding permanent sign to be 60 square feet in area and 6 feet in height. The maximum allowable sign area for a freestanding monument sign in the residential neighborhood sign district is 32 square feet, and the maximum allowable sign height for a freestanding permanent sign in the residential sign district is 5 feet.
  • Approved - APPEAL ZBA250036, 7109 Sedgwick Dr - This is a request for a proposed 128 square-foot detached accessory building (shed) to be built 1 foot from the south (side) property line. The minimum required side setback for this property in the LMN zone district is 5 feet. The request is to therefore allow the structure to encroach 4 feet into the side setback.
  • Approved - APPEAL ZBA250037, 815 W Magnolia St - There are two requests associated with this variance application:
    1. A request for a proposed residential addition (garage) to be constructed up to 5 feet from the rear property line. The minimum required rear setback for this property in the OT-B zone district is 15 feet. The request is to therefore allow for the proposed addition to encroach 10 feet into the required 15-foot rear setback.
    2. A request for the garage door on the proposed residential addition to be built approximately 5 feet 4 inches from the alley (side property line). The minimum garage door setback from an alley for this property in the OT-B zone district is 8 feet. The request is to therefore allow for the proposed garage door to encroach 2 feet 8 inches into the required 8-foot garage door alley setback
  • Approved - APPEAL ZBA250038, 407 E Prospect Rd - This is a request for a proposed freestanding pergola structure to be built 4 feet from the side property line. The minimum required side setback for this property in the LMN zone district is 5 feet. The request is to therefore allow for the structure to encroach 1 foot into the required side setback.
