Current Engagement Opportunities

Garden with Environmental Planning

Join our inaugural group of garden volunteers helping to maintain and beautify the garden around Annie the Railroad Dog’s garden and the newly seeded detention basin at Transfort’s Downtown Transit Center. We welcome adult volunteers of all abilities, no horticultural experience necessary.

Through a 2025 Nature in the City grant, Transfort and Planning Services refreshed the garden around Annie the Railroad Dog’s historic grave. New irrigation was installed and the garden was planted with low-water-use pollinator species. The detention basin was re-seeded in the fall of 2025 and will need regular maintenance to allow the native plants and grasses to establish. The garden volunteers will help ensure these newly refreshed spaces function as designed and allow the plants to establish. This will benefit pollinators and the local community, serving as a naturalized space in the urban downtown corridor.

Key Responsibilities:

  1. Garden maintenance including weeding, planting, and irrigation.
  2. General garden upkeep.

Time Commitment:

Volunteer days will be bi-weekly on Wednesday mornings from 7:00 am to 8:30am. Our volunteer season will run from late April through November.

  • Opportunity to work with dedicated staff and volunteers
  • Opportunity to help maintain the garden around Annie the Railroad Dog’s grave for future generations to enjoy

Gloves, tools and water are provided. While no special skills are required, the role will require bending, kneeling, stooping, and navigating uneven surfaces.

Conceptual Design Reviews

Conceptual Design Reviews (CDRs) are like a free consultation for anyone considering applying for Development Review. The applicant can get initial staff feedback on their idea before investing in a formal application. They take place before a neighborhood meeting or an application for Development Review.

There are three (3) conceptual design reviews this week on thursday

Rail Spur Reconstruction at Anheusuer-Busch, CDR260029 - 9:15 a.m.

This is a request to reconstruct the rail spur at Anheuser-Busch. The applicant is proposing a rail spur expansion where a previously located spur existed. Access can be taken from Busch Dr. The site is located directly south of Richards Lake Rd and directly west of Interstate-25. The property is located in the Industrial (I) zone district and the project is subject to a Minor Amendment (MA).

ADU at 5932 Croaking Toad, CDR260030 - 10:15 a.m.

This is a request to develop an ADU at 5932 Croaking Toad Dr. The applicant is proposing a basement ADU with no exterior site changes. Access can be taken from Croaking Todd Dr. The site is approximately 0.63 mi north of E Trilby Rd and approximately 0.31 mi west of S Timberline Rd. The property is located in the Low Density Mixed-Use Neighborhood (LMN) and the project is subject to a Basic Development Review (BDR)

Rivendell School Improvements, CDR260031 - 11:15 a.m.

This is a request to add onto the existing building at 1800 E Prospect Rd. The applicant is proposing an addition to the existing building as well as site improvements to help with traffic circulation and parking. Access can be taken from Riverside Ave. The site is directly north of E Prospect Rd and approximately 0.21 mi west of S Timberline Rd. The property is located in the Industrial (I) zone district and the project is subject to a Type 2 Major Amendment (MJA).

Preliminary Design Reviews

Preliminary Design Reviews (PDRs) serve as initial conversations between an applicant and City staff to determine whether a proposal aligns with the Land Use Code and prepare for a Development Review process. PDRs are for more complex proposals and the applicant pays a fee for them, unlike CDRs. Like CDRs, they occur before any neighborhood meetings and applications for Development Review.

Neighborhood Meetings

Neighborhood Meetings are required for some proposals between their PDR or CDR and when they submit an application for Development Review. They are an opportunity for the public to learn about the proposal, ask questions about the proposal and make comments which will be provided to the decision makers at the end of Development Review. All Development Proposals Under Review

During Development Review, City staff review development proposals to make sure they follow the City's Land Use Code and other standards. To view all development proposals currently in review by the City, visit https://accela-aca.fcgov.com/CitizenAccess/Welcome.aspx.

Click on the Planning and Development Review tab to search for development proposals. The portal will provide several fields to search by including: 

  • Project number
  • Project name
  • Project address
  • Project type
  • Project Status

Click "Search additional criteria" to find many more fields to search by. Sign number search is in this section

You do not need to fill out all the fields in order to search!

Commenting on Development Proposals Under Review

A public comment can be submitted on any proposal in review any time by emailing devreviewcomments@fortcollins.gov

Administrative (Type 1) Hearings

Type 1 Administrative Hearings are the final decision making step for proposals which can be approved by a hearing officer. Hearing officers are individuals which are not City staff but have knowledge of the City's Land Use Code. They will see the proposal, hear staff analysis and consider public feedback in a formal hearing, then issue a decision within 10 days.

Planning And Zoning Commission (Type 2) Hearings

Planning and Zoning Commission (P&Z) hearings are the final decision step for development proposals which require approval by a quasi-judicial commission. P&Z is a group of volunteer residents appointed by City Council who review land use proposals to make sure they follow the rules in our Land Use Code. They also make recommendations to the City Council regarding zoning, annexations, major public and private projects and any long range planning activities (such as City Plan or subarea plans). DISCUSSION AGENDA - These items will be considered and voted on individually after presentations, public comment time and Commission deliberations

  1. PEAKVIEW ANNEXATION NO. 2 – ANX230001 - This is a proposal to annex approximately 75.9 acres into the city of Fort Collins. The project will include the zoning
    of the property. The property is approximately 0.75 miles east of S Timberline Rd and directly north of E Mulberry St. The site is outside of city limits but falls within the City’s Growth Management Area. The annexation proposal will be subject to City Council Review, and the Planning and Zoning Commission will be making a recommendation of approval or denial to them.

For Planning and Development Review, part of their role is to approve rezonings, annexations and additions of permitted use requests as well as hearing appeals to the decisions made by the Planning and Zoning Commission or a hearing officer. HISTORIC PRESERVATION COMMISSION

The Historic Preservation Commission (HPC) is tasked with the local landmark designation of historic properties and the review and approval of plans for exterior changes to them.

Meetings are being conducted in-person with public participation during meetings available in person and online. Comments may be made by speaking either in-person or virtually, or by sending a written comment to preservation@fortcollins.gov

HISTORIC DEMOLITION NOTICES AND SURVEYS

Notices of Demolition let neighbors know when an historic property near them may be developed, as well as give residents the opportunity to nominate the property for landmark designation. City staff do Historic Surveys on these properties and provide the information they find to the Historic Preservation Commission, who can decide whether the property is eligible to become a landmark.

If you have information about the history of any of these properties that could be incorporated into the survey, or if you would like a copy of any completed survey, please contact preservation@fortcollins.gov. After a determination of Landmark eligibility is made through the finalization of the survey, any Fort Collins resident or property owner may file an appeal within 14 days to challenge the determination and schedule a public hearing with the HPC.

Land Use Review Commission

The Land Use Review Commission is made up of volunteer residents who can approve variances from the requirements of the Land Use Code and hear appeals from any decision made by an administrative official pertaining to a specific property.

April Results

Approved - APPEAL ZBA260004, 1404 W Oak St - This is a request for an existing carriage house to exceed the maximum allowable floor area for a detached accessory structure. The applicant is proposing to finish the loft space above the 576 square-foot garage, which would result in an additional 305 square feet of habitable space with ceiling height above 7 feet 6 inches. The maximum allowable floor area for a detached accessory structure in the OT-A zone district is 600 square feet. The request is to therefore exceed the maximum allowable floor area for the detached accessory structure by 281 square feet.

Approved - APPEAL ZBA260005, 326 Park St - This is a request for a proposed renovation and addition to an existing detached house that will result in a 2,656 square-foot home. The Maximum allowable floor area for a primary detached house in the OT-B zone district is 2,400 square feet. The request is to therefore exceed the maximum allowable floor area for the detached house by 256 square feet.

Approved - APPEAL ZBA260006, 1401 N College Ave - This is a request to allow for a Home Occupation to be operated from an existing 1,200 square foot detached accessory building. Per Section 4.3.1(E)(1)(a) of the Land Use Code, Home Occupation use must be conducted entirely from within a dwelling unit.
