What is the Role of Residents in Development Review?

The Development Review process at the City of Fort Collins includes requirements to involve residents in every proposal. These can range from noticing to neighborhood meetings to public hearings. The type of involvement depends on the type of proposal.

We have a webpage which describes the role of residents in development review in more detail. And if you ever have questions, staff is here to help!

Email questions or comments any time to devreviewcomments@fortcollins.gov

Conceptual Design Reviews

Conceptual Design Reviews (CDRs) are like a free consultation for anyone considering applying for Development Review. The applicant can get initial staff feedback on their idea before investing in a formal application. They take place before a neighborhood meeting or an application for Development Review.

There are three (3) conceptual design reviews this week on THURSDAY

ADU at 1144 W Myrtle St, CDR260043

This is a request to develop a detached Accessory Dwelling Unit (ADU) at 1144 W Myrtle St. The applicant is proposing a detached ADU and detached garage in the rear lot of the yard. Access is taken from W Myrtle St. The property is located approximately 0.05 mi south of W Mulberry St and west of 0.09 mi S Shields St. The site is located in the Low Density Residential District (R-L) and the project is subject to Basic Development Review (BDR).

Multi-Use at 500 Garfield St, CDR260044

This is a request to convert the existing use into a restaurant and limited indoor recreation facility at 500 Garfield St/1000 Whedbee St. The proposal would transform the existing use into a cafe and yoga studio. Access to the property is taken from Whedbee St to the west and Garfield St south of the property. The site is approximately 0.53 miles south of E Mulberry St. and 0.37 miles east of S College Ave. The site is within the Old Town, Medium (OT-B) zone district and the project would be subject to Addition of Permitted Use (APU) Review.

Hull Orchards Residential, CDR260045

This is a request to develop a multiunit and single-unit residential development at Hull St. The applicant is proposing a single unit and multi-unit development while continuing Swallow Rd, vacating Fisch Dr, and abandon Hull St east of Swallow. Access can be taken from S Taft Hill Rd. The property is directly east of S Taft Hill Rd and approximately 0.37 mi south of W Drake Rd. The site is located in the Medium Density Mixed-Use Neighborhood (MMN) and Low Density Mixed-Use Neighborhood (LMN) and the project is subject to a Planning and Zoning Commission (Type 2) Review.

Preliminary Design Reviews

Preliminary Design Reviews (PDRs) serve as initial conversations between an applicant and City staff to determine whether a proposal aligns with the Land Use Code and prepare for a Development Review process. PDRs are for more complex proposals and the applicant pays a fee for them, unlike CDRs. Like CDRs, they occur before any neighborhood meetings and applications for Development Review.

There are zero (0) preliminary design reviews this week

-------------------------------------------------------------------------

To Participate: Preliminary Design Reviews are not open for the public to attend. A record of comments from PDRs is available to the public. Please email  devreviewcomments@fortcollins.gov with questions.

Neighborhood Meetings

Neighborhood Meetings are required for some proposals between their PDR or CDR and when they submit an application for Development Review. They are an opportunity for the public to learn about the proposal, ask questions about the proposal and make comments which will be provided to the decision makers at the end of Development Review. Watch recordings of previous neighborhood meetings on the City's YouTube page at https://www.youtube.com

There is one (1) neighborhood meeting this week on MONDAY

Fields and Firelight Farm Urban Agriculture

A 48-square foot portion of the yard at 538 Winnipeg Ct would be used for growing flowers. Flowers would be sold to online customers who would pick up bouquets during a 2-hour pickup window once a week. The owner anticipates serving approx. 12-15 customers per week. No manure would be produced or used on-site. No tractors or heavy equipment would be used on site. No synthetic chemicals, herbicides or pesticides will be used. Any fertilizer would be organic. This site is in the Low-Density Mixed-Use (LMN) zone district. This proposal will be approved or denied by the Director of Planning and Development Services or their designee.
