What is the Role of Residents in Development Review?

The Development Review process at the City of Fort Collins includes requirements to involve residents in every proposal. These can range from noticing to neighborhood meetings to public hearings. The type of involvement depends on the type of proposal.

Conceptual Design Reviews

Conceptual Design Reviews (CDRs) are like a free consultation for anyone considering applying for Development Review. The applicant can get initial staff feedback on their idea before investing in a formal application. They take place before a neighborhood meeting or an application for Development Review.

There are four (4) conceptual design reviews this week on THURSDAY

Affordable Housing at Lemay Ave, CDR260039 - 8:15 a.m.

This is a request to develop multi-unit affordable housing buildings at Lemay Ave. The applicant is proposing (2) 4-story and (2) 3-story buildings for 218 units. Access can be taken from N Link Ln. The site is directly south  of E Vine Dr and directly east of S Lemay Ave. The property is located in the Medium Density Mixed-Use Neighborhood (MMN) District and the project is subject to a Basic Development Review (BDR) Review. This Conceptual Design Review was rescheduled from a previous date

Outdoor Vehicle Storage at N Mason St, CDR260046 - 9:15 a.m.

This is a request for a commercial vehicle storage facility at N Mason St (parcel # 9702424020). The applicant proposed a commercial vehicle storage facility with accessory service. Access can be taken from N Mason St. The site is approximately 0.26 mi north of E Vine Dr and approximately west of N College Ave. The property is located in the Service Commercial District (C-S) zone district and the project is subject to an Addition of Permitted Use (APU) Review.

Duplex and Single Unit at 832 Wood St, CDR260047 - 10:15 a.m.

This is a request to develop a duplex and single unit at 832 Wood St (parcel #s 9702300034 and 9702300045). The applicant is proposing an additional single unit home, convert the existing home to ADU, and add a duplex on the south lot. Access is taken from Wood St. The site is approximately 0.26 mi east of N Shields St and 0.17 mi north of W Vine Dr. The property is located in the Urban Estate (UE) zone district and the project is subject to an Administrative (Type 1) Review.

Rowhouse at Sunrise Ridge, CDR260048 - 11:15 a.m.

This is a request to adjust lots and establish a single unit attached use at Sunrise Ridge (parcel #s 8604436007, 8604449009, 8604449010, 8604449005, 8604449006, 8604449004, 8604449003). The applicant is proposing a lot line adjustment at 5207 and 5209 Sunglow Ct, 5212 and 5214 Sunglow Ct, and 5211 and 5215 Sunglow Ct. They will subdivide 5202 Sunglow into two lots. The single unit detached use will be converted into a single unit attached. Access can be taken from Sunglow Ct. The site is directly west of Strauss Cabin Rd and approximately 0.31 mi north of Kechter Rd. The property is located in the Urban Estate District (U-E) and the project is subject to a Minor Amendment and Minor Subdivision (M&M) Review.

Preliminary Design Reviews

Preliminary Design Reviews (PDRs) serve as initial conversations between an applicant and City staff to determine whether a proposal aligns with the Land Use Code and prepare for a Development Review process. PDRs are for more complex proposals and the applicant pays a fee for them, unlike CDRs. Like CDRs, they occur before any neighborhood meetings and applications for Development Review.

Neighborhood Meetings

Neighborhood Meetings are required for some proposals between their PDR or CDR and when they submit an application for Development Review. They are an opportunity for the public to learn about the proposal, ask questions about the proposal and make comments which will be provided to the decision makers at the end of Development Review. Community members can choose to come to the location or participate via a Microsoft Teams meeting. All Development Proposals Under Review

During Development Review, City staff review development proposals to make sure they follow the City's Land Use Code and other standards. To view all development proposals currently in review by the City, visit https://accela-aca.fcgov.com/CitizenAccess/Welcome.aspx.

Click on the Planning and Development Review tab to search for development proposals. The portal will provide several fields to search by including: 

  • Project number
  • Project name
  • Project address
  • Project type
  • Project Status

Click "Search additional criteria" to find many more fields to search by. Sign number search is in this section

You do not need to fill out all the fields in order to search!

Commenting on Development Proposals Under Review

A public comment can be submitted on any proposal in review any time by emailing devreviewcomments@fortcollins.gov

Administrative (Type 1) Hearings

Type 1 Administrative Hearings are the final decision making step for proposals which can be approved by a hearing officer. Hearing officers are individuals which are not City staff but have knowledge of the City's Land Use Code. They will see the proposal, hear staff analysis and consider public feedback in a formal hearing, then issue a decision within 10 days.

To Participate: Administrative hearings are being conducted remotely.  You can participate over the phone, on the internet, or through the Zoom app on a smartphone, tablet, or computer.  Virtual participation information and information about the project being heard are both available at https://www.fortcollins.gov/Business/Building-and-Development/Development-Review#NeighborhoodMeetings at least 48 hours before the hearing. After the hearing, decisions will be posted at the same location.

Planning And Zoning Commission (Type 2) Hearings

Planning and Zoning Commission (P&Z) hearings are the final decision step for development proposals which require approval by a quasi-judicial commission. P&Z is a group of volunteer residents appointed by City Council who review land use proposals to make sure they follow the rules in our Land Use Code. They also make recommendations to the City Council regarding zoning, annexations, major public and private projects and any long range planning activities (such as City Plan or subarea plans). City Council is a group of elected officials who make decisions on City policy. For Planning and Development Review, part of their role is to approve rezonings, annexations and additions of permitted use requests as well as hearing appeals to the decisions made by the Planning and Zoning Commission or a hearing officer. They also make decisions on policy related to planning such as changes to the Land Use Code or City Plan. HISTORIC PRESERVATION COMMISSION

The Historic Preservation Commission (HPC) is tasked with the local landmark designation of historic properties and the review and approval of plans for exterior changes to them.

HISTORIC DEMOLITION NOTICES AND SURVEYS

Notices of Demolition let neighbors know when an historic property near them may be developed, as well as give residents the opportunity to nominate the property for landmark designation. City staff do Historic Surveys on these properties and provide the information they find to the Historic Preservation Commission, who can decide whether the property is eligible to become a landmark.

If three or more residents of the city believe that any properties are eligible for City Landmark designation, they may choose to submit an application for designation preservation@fortcollins.gov. To learn more about how to submit a petition to nominate a property scheduled for demolition as a landmark, visit https://www.fortcollins.gov/Services/Historic-Preservation/Historic-Review-Notifications-and-Decisions

If you have information about the history of any of these properties that could be incorporated into the survey, or if you would like a copy of any completed survey, please contact preservation@fortcollins.gov. After a determination of Landmark eligibility is made through the finalization of the survey, any Fort Collins resident or property owner may file an appeal within 14 days to challenge the determination and schedule a public hearing with the HPC.

Land Use Review Commission

The Land Use Review Commission is made up of volunteer residents who can approve variances from the requirements of the Land Use Code and hear appeals from any decision made by an administrative official pertaining to a specific property.

APPROVED - APPEAL ZBA260013, 327 Whedbee St - This is a request for a proposed accessory structure with habitable space to be constructed with two 20-foot-wide dormers. The maximum allowable width for a dormer (along a side lot line) for this property in the Old Town - Medium (OT-B) Zone District is 8 feet. The request is to therefore exceed the maximum allowable dormer width along a side lot line for an accessory structure by 12 feet
