What is the Role of Residents in Development Review?

The Development Review process at the City of Fort Collins includes requirements to involve residents in every proposal. These can range from noticing to neighborhood meetings to public hearings. The type of involvement depends on the type of proposal.

We have a webpage which describes the role of residents in development review in more detail. And if you ever have questions, staff is here to help!

Email questions or comments any time to devreviewcomments@fortcollins.gov

Conceptual Design Reviews

Conceptual Design Reviews (CDRs) are like a free consultation for anyone considering applying for Development Review. The applicant can get initial staff feedback on their idea before investing in a formal application. They take place before a neighborhood meeting or an application for Development Review.

There are two (2) conceptual design reviews this week on Thursday

Tract C of the Bloom Filing 1, CDR260063 - 9:15 a.m.

This is a request to develop townhome lots at Tract C of the Bloom Subdivision Filing One (parcel # 8709215003). The applicant is proposing a final plat for 178 units across 39 buildings. Access can be taken from S Greenfield St. The site is approximately 0.50 mi north of E Mulberry St and approximately 0.60 mi west of I25. The property is located in the Low Density Mixed-Use Neighborhood (LMN) zone district and the project is subject to a Basic Development Review (BDR).

Multi-Use at 3420 Timberwood Dr, CDR260064 - 10:15 a.m.

This is a request to develop a multi-use building at 3420 Timberwood Dr (parcel # 8604215007). The applicant is proposing a five-story office building featuring a bank on the first level with a partial podium for a drive thru. The second building includes a single story commercial use. Access can be taken from Timberwood Dr. The site is directly south of E Harmony Rd and approximately 0.25 mi east of Ziegler Rd. The property is located in the Harmony Corridor (H-C) District and the project is subject to a Planning & Zoning Commission (Type 2) Review.

To Participate: Conceptual Reviews are held virtually and are open for the public to attend. Please email the devreviewcomments@fortcollins.gov for attendance instructions.

Preliminary Design Reviews

Preliminary Design Reviews (PDRs) serve as initial conversations between an applicant and City staff to determine whether a proposal aligns with the Land Use Code and prepare for a Development Review process. PDRs are for more complex proposals and the applicant pays a fee for them, unlike CDRs. Like CDRs, they occur before any neighborhood meetings and applications for Development Review.

There is one (1) preliminary design review this week on Wednesday

St. John XXIII Catholic Church- 8:30 a.m.

This is a proposal to parcel the existing 5.5-acre at 1220 University Avenue to construct a new Catholic church campus for St. John XXIII Catholic Church on
approximately 3 acres of their property, while maintaining the existing uses. The parcel to the west  would be entitled to allow for future student/multifamily housing use.  The east parcel will include the phase I building of the master plan. That building will be a two-story  church with approximately 20,000 square feet of enclosed floor area. The first floor will include parish offices, a gathering hall, a commercial kitchen, a small chapel, restroom facilities, and  support spaces. The second floor will include a 500-seat Nave, a 60-person choir loft, a sanctuary,  a narthex, sacristies, and associated liturgical support spaces. A bell tower is proposed as an architectural feature.

-------------------------------------------------------------------------

To Participate: Preliminary Design Reviews are not open for the public to attend. A record of comments from PDRs is available to the public upon request. Please email  devreviewcomments@fortcollins.gov with questions.

They are an opportunity for the public to learn about the proposal, ask questions about the proposal and make comments which will be provided to the decision makers at the end of Development Review.
