What is the Role of Residents in Development Review?

The Development Review process at the City of Fort Collins includes requirements to involve residents in every proposal. These can range from noticing to neighborhood meetings to public hearings. The type of involvement depends on the type of proposal.

Conceptual Design Reviews

Conceptual Design Reviews (CDRs) are like a free consultation for anyone considering applying for Development Review. The applicant can get initial staff feedback on their idea before investing in a formal application. They take place before a neighborhood meeting or an application for Development Review.

There are three (3) conceptual design reviews this week on Thursday

Place of Worship at 1715 Willox Court, CDR260069 - 9:15 a.m.

This is a request to develop a place of worship at 1715 Willox Ct (parcel # 9835406007). The applicant is proposing a place of worship and purchasing two other parcels surrounding the site. Access can be taken from Willox Ct. The property is directly north of W Willox Ln and approximately 0.10 mi west of N College Ave. The site is located in the Service Commercial District (C-S) and the project is subject to an Adminstrative (Type 1) Review.

Public Facility at 4615 Hogan Dr, CDR260070 - 10:15 a.m.

This is a request to demolish the existing fire station and build a new one in the same location. Poudre Fire Authority is proposing to rebuild Fire Station #5. Access can be taken from Hogan Dr. The property is directly south of E Harmony Rd and approximately 0.25 mi east of S College Ave. The site is located in the Urban Estate (U-E) zone district and the project is subject to a Site Plan Advisory Revew (SPAR).

Platte River Power Authority Site Improvements, CDR260071 - 11:15 a.m.

This is a request for site improvements for Platter River Power Authority at 2000 E Horsetooth Rd (parcel # 8730461901). The applicant is proposing a new utility building as well as an underground stormwater detention basin. Access can be taken from E Horsetooth Rd. The site is directly north of E Horsetooth Rd and directly west of S Timberline Rd. The property is located in the Employment District (E) zone district and the project is subject to a Minor Amendment (MA).

Preliminary Design Reviews

Preliminary Design Reviews (PDRs) serve as initial conversations between an applicant and City staff to determine whether a proposal aligns with the Land Use Code and prepare for a Development Review process. PDRs are for more complex proposals and the applicant pays a fee for them, unlike CDRs. Like CDRs, they occur before any neighborhood meetings and applications for Development Review.

Neighborhood Meetings

Neighborhood Meetings are required for some proposals between their PDR or CDR and when they submit an application for Development Review. They are an opportunity for the public to learn about the proposal, ask questions about the proposal and make comments which will be provided to the decision makers at the end of Development Review. Community members can choose to come to the location or participate via a Microsoft Teams meeting. All Development Proposals Under Review

During Development Review, City staff review development proposals to make sure they follow the City's Land Use Code and other standards. To view all development proposals currently in review by the City, visit https://accela-aca.fcgov.com/CitizenAccess/Welcome.aspx.

Click on the Planning and Development Review tab to search for development proposals. The portal will provide several fields to search by including: 

  • Project number
  • Project name
  • Project address
  • Project type
  • Project Status

Click "Search additional criteria" to find many more fields to search by. Sign number search is in this section

You do not need to fill out all the fields in order to search!

Commenting on Development Proposals Under Review

A public comment can be submitted on any proposal in review any time by emailing devreviewcomments@fortcollins.gov

Administrative (Type 1) Hearings

Type 1 Administrative Hearings are the final decision making step for proposals which can be approved by a hearing officer. Hearing officers are individuals which are not City staff but have knowledge of the City's Land Use Code. They will see the proposal, hear staff analysis and consider public feedback in a formal hearing, then issue a decision within 10 days.

To Participate: Administrative hearings are being conducted remotely.  You can participate over the phone, on the internet, or through the Zoom app on a smartphone, tablet, or computer.  Virtual participation information and information about the project being heard are both available at https://www.fortcollins.gov/Business/Building-and-Development/Development-Review#NeighborhoodMeetings at least 48 hours before the hearing. After the hearing, decisions will be posted at the same location.

Planning And Zoning Commission (Type 2) Hearings

Planning and Zoning Commission (P&Z) hearings are the final decision step for development proposals which require approval by a quasi-judicial commission. P&Z is a group of volunteer residents appointed by City Council who review land use proposals to make sure they follow the rules in our Land Use Code. They also make recommendations to the City Council regarding zoning, annexations, major public and private projects and any long range planning activities (such as City Plan or subarea plans). HISTORIC PRESERVATION COMMISSION

The Historic Preservation Commission (HPC) is tasked with the local landmark designation of historic properties and the review and approval of plans for exterior changes to them.

HISTORIC DEMOLITION NOTICES AND SURVEYS

Notices of Demolition let neighbors know when an historic property near them may be developed, as well as give residents the opportunity to nominate the property for landmark designation. City staff do Historic Surveys on these properties and provide the information they find to the Historic Preservation Commission, who can decide whether the property is eligible to become a landmark.

Land Use Review Commission

The Land Use Review Commission is made up of volunteer residents who can approve variances from the requirements of the Land Use Code and hear appeals from any decision made by an administrative official pertaining to a specific property.

September Hearing Agenda

  • APPEAL ZBA260018, 3032 Indigo Ct - This is a request for an existing 80 square foot detached accessory structure (treehouse) to be located 12 feet 1 inch away from the rear property line. The minimum required rear setback for this property in the Low Density Residential (RL) Zone District is 15 feet. The request is for the detached accessory structure to therefore encroach 2 feet 11 inches into the rear setback
  • APPEAL ZBA260020, 1936 Dorset Dr - This is a request for a proposed 6-foot-tall fence to be constructed between the front building line and front property line of the subject parcel. The maximum allowable height for a fence in this location is 4 feet. The request is for the proposed fence to therefore exceed the maximum allowable height by 2 feet.
  • APPEAL ZBA260021, 155 Circle Dr - This is a request for a proposed 768 square foot detached accessory structure (garage) to be constructed in the southeast corner of the property. The maximum allowable floor area for a detached accessory structure for this property in the Old Town District (OT-A) Zone District is 600 square feet. The request is for the proposed detached accessory structure to exceed the maximum allowable floor area by 168 square feet.
  • APPEAL ZBA260022, 315 Wood St - This is a request for a proposed 1,389 square-foot single unit house and a 557 square-foot detached accessory structure (greenhouse) to be constructed on the rear half of an 8,500 square-foot lot. The maximum allowable rear-half floor area for this lot in the Old Town (OT-B) Zone District is 1,400 square feet. The request is to therefore exceed the maximum allowable rear-half floor area by 546 square feet.
