Conceptual Design Reviews (CDRs) are like a free consultation for anyone considering applying for Development Review. The applicant can get initial staff feedback on their idea before investing in a formal application. They take place before a neighborhood meeting or an application for Development Review.

There are three (3) conceptual design reviews this week on THURSDAY

Retail at 320 Willow St, CDR260078 - 9:15 a.m.

This is a request to convert the existing structure into retail with site improvements (parcel # 9712208008 ). The applicant is proposing a bookstore with improved landscaping. Access can be taken from Willow St. The property is approximately 0.02 mi west of Linden St and approximately 0.10 mi north of Jefferson St. The site is located in the Downtown River Subdistrict and the project is subject to a Minor Amendment (MA).

Child Care at 1001 Foxtail, CR260079 - 10:15 a.m.

This is a request to develop an outdoor nature-based preschool at 1001 Foxtail St (parcel # 9701135022). The applicant is proposing a child care center that will operate fully outdoors. Access can be taken from Foxtail St. The property is approximately 0.10 mi west of N Lemay Ave and approximately 0.40 mi E Suniga Rd. The site is located in the Low Density Residential District (R-L) zone district and the project is subject to a Minor Amendment (MA).

Site improvements at 120 Bockman Dr, CDR260080 - 11:15 a.m,

This is a request to develop a limited indoor recreation facility at 120 Bockman Dr (parcel # 9736232002). The applicant is proposing to convert the existing structure
into an entertainment facility with a modified emergency access easement and patio with a pergola. Access can be taken from Bockman Dr. The site is approximately 0.18 mi south of E Horsetooth Rd and approximately 0.05 mi east of S College Ave. The property is located in the General Commercial (C-G) zone district and the project is subject to a Minor Amendment (MA).

Preliminary Design Reviews (PDRs) serve as initial conversations between an applicant and City staff to determine whether a proposal aligns with the Land Use Code and prepare for a Development Review process. PDRs are for more complex proposals and the applicant pays a fee for them, unlike CDRs. Like CDRs, they occur before any neighborhood meetings and applications for Development Review.

There are two (2) preliminary design reviews this week on Wednesday

Prospect Ridge Lot 2, PDR260011

This is a proposal to build two 1-story retail buildings that consist of a total of 3,600 square foot of fast food with a drive thru, a 3,200 square feet restaurant and a 3,000 square foot retail space on lot 2 of the Prospect Ridge Overall Development Plan. All parking would be provided onsite in surface parking areas. An eastern access will be provided via one shared access point along Prospect Ridge Drive. A second 20-foot western access is provided as secondary exit and circulation for emergency vehicles and delivery trucks. Pedestrian connections would be provided via internal walkways that would connect to the public sidewalks north of the project.

Prospect Ridge Lot 5 & 6, PDR260012

This is a proposal to build seven (7) commercial buildings and two (2) kiosks with proposed uses consisting of food & beverage and general retail. The areas of each use are defined in a summary table on the concept plan. A drive-thru and onsite surface parking areas will also be provided.. Right-in, right-out access will be provided along Prospect Road via Private Residential Local Street completed with the improvements per Prospect Ridge Lot 7. This street will also connect to Carriage Parkway at a signalized intersection. Private drives will provide vehicular circulation around the parking areas. A drive-thru will be provided along the southern part of the site for an anticipated fast-food establishment. Pedestrian connections will be provided via internal walkways that will connect to sidewalks along Prospect Road, Carriage Parkway and Lot 7.

Neighborhood Meetings are required for some proposals between their PDR or CDR and when they submit an application for Development Review. They are an opportunity for the public to learn about the proposal, ask questions about the proposal and make comments which will be provided to the decision makers at the end of Development Review. Commenting on Development Proposals Under Review

A public comment can be submitted on any proposal in review any time by emailing devreviewcomments@fortcollins.gov

Type 1 Administrative Hearings are the final decision making step for proposals which can be approved by a hearing officer. Hearing officers are individuals which are not City staff but have knowledge of the City's Land Use Code. They will see the proposal, hear staff analysis and consider public feedback in a formal hearing, then issue a decision within 10 days.

After the hearing, decisions will be posted at the same location.

Planning and Zoning Commission (P&Z) hearings are the final decision step for development proposals which require approval by a quasi-judicial commission. P&Z is a group of volunteer residents appointed by City Council who review land use proposals to make sure they follow the rules in our Land Use Code. They also make recommendations to the City Council regarding zoning, annexations, major public and private projects and any long range planning activities (such as City Plan or subarea plans). The Land Use Review Commission is made up of volunteer residents who can approve variances from the requirements of the Land Use Code and hear appeals from any decision made by an administrative official pertaining to a specific property.

October Hearing Agenda

• APPEAL ZBA260019, 122 Jackson Ave - There are three requests associated with this variance application:
  1. A request for a proposed 77 square-foot addition to an existing detached accessory structure (garage) to be constructed along the rear property line of the property. The east wall of the existing detached accessory structure is located on the rear (east) property line, and the proposed addition will extend along the zero lot line for an additional 7 feet. The request is for the proposed addition to encroach 15 feet into the 15-foot required rear setback. 2. A request to exceed the maximum allowable floor area for the rear half of the lot. The maximum allowable rear half floor area for this property in the Old Town District (OT-A) Zone District is 925 square feet. Based on the existing conditions and building orientation on this parcel, the current rear half floor area for this property is 1,340 square feet, and the resulting rear half floor area including the proposed addition will be 1,417 square feet. The request is to therefore exceed the maximum allowable rear half floor area by 442 square feet. 3. An after the fact request for an existing detached accessory structure (gazebo) to be located within the rear setback. The existing structure is located approximately 8 feet from the rear (east) property line. The minimum required rear setback for this property in the Old Town District (OT-A) Zone District is 15 feet. The request is for the structure to encroach 7 feet into the 15-foot minimum rear setback.
• APPEAL ZBA260024, 1726 W Mulberry St - This is a request for a proposed 1,380 square-foot detached accessory structure (garage) to be built at the rear of the subject property. The maximum allowable floor area for a detached accessory building for this property in the Low Density Mixed Use Neighborhood (LMN) zone district is 800 square feet. The request is for the proposed structure to exceed the maximum allowable floor area by 580 square feet.
