What is the Role of Residents in Development Review?

The Development Review process at the City of Fort Collins includes requirements to involve residents in every proposal. These can range from noticing to neighborhood meetings to public hearings. The type of involvement depends on the type of proposal.

We have a webpage which describes the role of residents in development review in more detail. And if you ever have questions, staff is here to help!

Email questions or comments any time to devreviewcomments@fortcollins.gov

Conceptual Design Reviews

Conceptual Design Reviews (CDRs) are like a free consultation for anyone considering applying for Development Review. The applicant can get initial staff feedback on their idea before investing in a formal application. They take place before a neighborhood meeting or an application for Development Review.

Preliminary Design Reviews

Preliminary Design Reviews (PDRs) serve as initial conversations between an applicant and City staff to determine whether a proposal aligns with the Land Use Code and prepare for a Development Review process. PDRs are for more complex proposals and the applicant pays a fee for them, unlike CDRs. Like CDRs, they occur before any neighborhood meetings and applications for Development Review.

There is one (1) preliminary design review this week on Wednesday

Crowne on Drake, PDR260013

This is a request for an affordable housing multi-unit development at 2407 and 24 W Drake Rd (parcel #s 9728100021 and 9728100028). The applicant is proposing 9 multi-unit buildings to total 209 units with a garage and clubhouse. Access can be taken from W Drake Rd. The property is directly south of W Drake Rd and approximately 0.27 mi west of S Taft Hill Rd. The site is located in the Low Density- Mixed Use Neighborhood (LMN) zone district and the project is subject to a Basic Development Review (BDR).

To Participate: Preliminary Design Reviews are not open for the public to attend. A record of comments from PDRs is available to the public upon request. Please email  devreviewcomments@fortcollins.gov with questions.

Neighborhood Meetings

Neighborhood Meetings are required for some proposals between their PDR or CDR and when they submit an application for Development Review. They are an opportunity for the public to learn about the proposal, ask questions about the proposal and make comments which will be provided to the decision makers at the end of Development Review. Watch recordings of previous neighborhood meetings on the City's YouTube page at https://www.youtube.com

There are zero (0) neighborhood meetings this week

-------------------------------------------------------------------------

Land Use Review Commission

The Land Use Review Commission is made up of volunteer residents who can approve variances from the requirements of the Land Use Code and hear appeals from any decision made by an administrative official pertaining to a specific property.

Next Meeting: November 12 at 8:30 a.m. IN-PERSON at City Hall, 300 Laporte Ave

October Hearing Agenda

  • Approved - APPEAL ZBA260019, 122 Jackson Ave - There are three requests associated with this variance application:
    1. A request for a proposed 77 square-foot addition to an existing detached accessory structure (garage) to be constructed along the rear property line of the property. The east wall of the existing detached accessory structure is located on the rear (east) property line, and the proposed addition will extend along the zero lot line for an additional 7 feet. The request is for the proposed addition to encroach 15 feet into the 15-foot required rear setback. 2. A request to exceed the maximum allowable floor area for the rear half of the lot. The maximum allowable rear half floor area for this property in the Old Town District (OT-A) Zone District is 925 square feet. Based on the existing conditions and building orientation on this parcel, the current rear half floor area for this property is 1,340 square feet, and the resulting rear half floor area including the proposed addition will be 1,417 square feet. The request is to therefore exceed the maximum allowable rear half floor area by 442 square feet. 3. An after the fact request for an existing detached accessory structure (gazebo) to be located within the rear setback. The existing structure is located approximately 8 feet from the rear (east) property line. The minimum required rear setback for this property in the Old Town District (OT-A) Zone District is 15 feet. The request is for the structure to encroach 7 feet into the 15-foot minimum rear setback.
  • Approved with Conditions - APPEAL ZBA260024, 1726 W Mulberry St - This is a request for a proposed 1,380 square-foot detached accessory structure (garage) to be built at the rear of the subject property. The maximum allowable floor area for a detached accessory building for this property in the Low Density Mixed Use Neighborhood (LMN) zone district is 800 square feet. The request is for the proposed structure to exceed the maximum allowable floor area by 580 square feet.
